Balak son of Tzippor was king of Moav when Israel reached the plains of Moav. He was terrified — 'Moav was very afraid of the people' — and sent messengers to Bilam to come curse them (Bamidbar 22:2–7).
Balak and Bilam built altars at three places, but each time Bilam blessed Israel instead, and Balak said 'I took you to curse my enemies, and you have blessed them' (23:11). The parsha bears his name. Chazal say Rus descended from Eglon, a son of Balak (Sotah 47a).
