Pinchas (Phinehas) פנחס
Pinchas son of Elazar son of Aharon zealously stopped a plague in the desert and received the 'covenant of peace' and eternal priesthood.

Pinchas was the son of Elazar and grandson of Aharon. At Baal Peor, when a plague broke out, Pinchas acted zealously for Hashem and the plague stopped (Bamidbar 25:7–9).
Hashem said: 'I give him My covenant of peace', and he and his descendants would have 'a covenant of eternal priesthood' (25:10–13). He went out in the war with Midian (31:6). Chazal say 'Pinchas is Eliyahu' (Yalkut Shimoni, Pinchas 771).

That 'Pinchas is Eliyahu' is a midrash (Yalkut Shimoni), not an explicit verse.
