Hachnosas Sefer Torah is the ceremony of installing a new or restored Torah scroll in a synagogue, yeshiva or other institution. Typically the final letters are written at the donor's home, then the scroll is carried under a chuppah in a street procession with music, torches and dancing, greeted by the shul's other scrolls, and welcomed with hakafos.
